Vendors are responsible for obtaining all updates, revisions, and addenda associated with bids and requests for proposals. Alternates — Evaluation
Vendors may submit alternates that meet or exceed specifications and may result in
cost savings. Alternates must be clearly identified and include sufficient descriptive
information for evaluation.
Awards may be made by item or group of items in the best interest of USAO. Evaluation
may consider quality, prior experience, references, and institutional capability.
The objective is greatest value per dollar spent.
Rejection of Proposals
USAO reserves the right to reject any or all proposals, waive informalities, and accept the proposal that best serves the interests of the University.
Non Discrimination Statement
USAO complies with applicable federal and state non discrimination laws and does not discriminate in admissions, employment, financial assistance, housing, or educational services.
Drug Free Workplace Requirement
Vendors performing services exceeding $25,000 must certify a current drug free workplace plan.
Submission Requirements
Bids must be received before the closing date and time. Unit pricing must be provided
where
applicable. Substitutes must include full description. Responses must be sealed and
clearly labeled.
Late submissions will not be considered.
Discounts
Prices must include all discounts. Cash discounts are calculated from receipt of invoice or satisfactory delivery, whichever is later.
Taxes
Bids must be submitted exclusive of Federal Excise Tax and Oklahoma State Tax.
Delivery Terms
Unless otherwise stated, all offers are FOB USAO, Chickasha, Oklahoma. Delivery dates
are firm and
failure to meet them may result in termination.
Telephone Bids and Unauthorized Shipments
Telephone bids will not be accepted. The University is not responsible for goods or
services provided
without an authorized purchase order.
Non Collusion Affidavit
Oklahoma law requires a notarized non collusion affidavit for competitive bids.
Legality of Bid
Submission of a bid constitutes a legal offer and acceptance creates a binding contract.
Equal Employment Opportunity
Contractors agree to comply with Equal Employment Opportunity requirements and applicable federal executive orders.
Rehabilitation Act and Veterans Requirements
Contractors agree to comply with federal requirements regarding individuals with disabilities
and
covered veterans.
Removal from Bidders List
Failure to respond to three consecutive Invitations to Bid may result in removal from the bidders list.
Copeland Anti Kickback Act
Contractors must comply with the Copeland Anti Kickback Act and related regulations.
Termination
USAO may terminate an order if the vendor fails to perform. USAO may procure similar
goods or
services and recover excess costs.
Safety
Manufacturers guarantee equipment complies with applicable safety standards including
NFPA, UL,
ANSI, and OSHA.
The University of Science and Arts of Oklahoma Business Office is not currently requesting any proposals.
