ICAN & USAO – 45 years of Advocacy and History
The Intervention Crisis and Advocacy Network (ICAN) is celebrating 45 years of service this year, marking a journey that began with a grassroots effort by students at the University of Science and Arts of Oklahoma.
Founded in November 1980, ICAN was born from the initiative of a courageous group of young women at USAO. These students identified a critical lack of emergency services for victims of sexual assault in the community, leading to the incorporation of the Women’s Service Center of Chickasha, Inc. in 1981. Today, that student-led project has evolved into ICAN, the only Office of the Attorney General-certified domestic violence and sexual assault program serving Grady and Canadian counties.
In a recent discussion regarding the organization’s history and future, Matt Whetzel, the Executive Director of ICAN, emphasized the importance of community-integrated advocacy as the organization nears its 50-year milestone.
“As we move forward to 50 years, we are focusing on quiet advocacy, social connection, and engaging community members to become first responders with ICAN by serving as a volunteer,” said Whetzel. “These are the pillars that allow our community to help us grow and continue the mission started by those USAO students decades ago.”
Whetzel highlighted that ICAN is actively seeking to expand its educational outreach, offering ‘lunch and learn’ sessions where staff can educate local employees and community members on domestic violence prevention.
From its humble beginnings in a small office at the Grady County Fairgrounds to its current status as a vital regional network with program houses in Chickasha and El Reno, ICAN has remained a cornerstone of safety in Oklahoma. The organization provides numerous services, such as 24-hour crisis lines, emergency shelter, and legal advocacy for survivors of domestic violence, sexual assault, and stalking — all free and confidential.
“Our history is inextricably linked to the academic and social conscience of USAO,” Whetzel added. “We invite the community to join us in this next chapter of advocacy, ensuring that the safety and empowerment of survivors remain a priority for the next 50 years.”
